Here is an overview of budgets:
+ New Budget Group: create additional budget groups
+ New Contract: create additional contracts
+ Create Template: create a template that can be pasted into other projects
+ Load Template: load an existing template (only appears if you create a template)
Once a new contract is created, it will populate the contract under selected budget group. In order to generate a schedule of values, must tick Pay App when Awarding a contract. Otherwise, select Contingency or leave unspecified.
